Noah Simon Named Westlake’s New Deputy Town Manager
The Town of Westlake is proud to announce the hiring of new Deputy Town Manager, Noah Simon. Simon comes to Westlake from Lexington, Virginia where he’s spent the last four and a half years serving as City Manager. While in Lexington, Simon had a major role in working toward making the local government there more responsive and efficient. He also furthered several technological advances for the city as well. One of Simon’s biggest impacts was providing aid in drastically improving Lexington’s infrastructure through roadway improvements.
Simon is a graduate of Emory University where he studied political science. He received his master’s degree in public policy and public administration from American University in Washington, DC.
This will be Simon’s second stint in Texas, first serving the City of Forney as the Director of Community Development from 2008-2011. He’s also spent time in Georgia, Minnesota, and Maryland in various local government roles.

Amanda DeGan, who became only the third Town Manager in Westlake’s history back on February 1st, says Simon will be a welcomed addition to an already strong staff. “We are very pleased to have Noah join our Westlake team and look forward to the benefit of his expertise in supporting our residents and community members. His work as a city manager, education, and approach to service delivery will enrich our efforts in keeping Westlake such a special place to live and work.”
Simon will start his new position the first week of May.
