TDLR Virtual Summit on Aug. 22, 2024, to Discuss Rules to Implement Deputy Darren Almendarez Act
TDLR will host a virtual summit on August 22, 2024, to discuss possible rules to implement the Deputy Darren Almendarez Act (Senate Bill 224, 88th Legislature, Regular Session) and to address the larger issue of catalytic converter theft.
As a result of SB 224, Used Automotive Parts Recyclers (UAPRs) are now subject to certain requirements pertaining to catalytic converter transactions. The current requirements are set forth in Occupations Code Chapter 2305, subchapter D.
When a UAPR sells or transfers a catalytic converter, the UAPR must make a record of the transaction. This record must be maintained for a period of two years and be furnished to TDLR, the Department of Public Safety, or any peace officer, upon request, during regular business hours.
The transaction record is required to contain:
- A description of the items sold or transferred. The description must be in accordance with the custom of the trade for the volume of catalytic converters sold or transferred;
- The name of the person to whom the catalytic converters are sold or transferred; and
- The date of the transaction
The UAPR Advisory Board, representatives of industry, and partner state regulatory agencies will speak at the August 22, 2024, summit and discuss possible rule making solutions.

Following the summit, the UAPR Advisory Board will convene a regular meeting and may formally propose rules for adoption. Interested persons can submit public comments to the board by emailing board.comments@tdlr.texas.gov by Wednesday, August 21, 2024.
