Birdville ISD has received a perfect score of 100 and an “A” Superior Rating through the School Financial Integrity Rating System of Texas, known as FIRST.
The rating marks the 24th consecutive year the district has earned the state’s highest financial accountability rating. The School FIRST system is mandated by the Texas Legislature and administered by the Texas Education Agency. It requires school districts and charter schools to report their financial accountability ratings to the public.
The district’s most recent rating report was presented to the Birdville ISD Board of Trustees during its September 2026 meeting.
Dr. Missy Glenn, Executive Director of Finance and Student Auxiliary Services, said the perfect score reflects the district’s financial practices. She also credited the Board of Trustees, Superintendent Dr. Gayle Stinson and the district’s finance team, led by Associate Superintendent and CFO Katie Bowman.
The rating reflects Birdville ISD’s focus on financial planning, transparency and management of public funds. The district said that work includes oversight of day-to-day Maintenance and Operations spending as well as voter-approved bond expenditures.
Since 2014, the Birdville ISD Board of Trustees has approved prepayments of bond principal payments, saving taxpayers nearly $28 million in interest, according to the district.
Birdville ISD said its financial stewardship is supported by consistent planning, internal systems and careful decision-making involving public resources. The district described the perfect score as the latest recognition of its long-standing financial accountability and its efforts to support students and the district’s long-term needs.
